Throughline Evidence was founded by Tiffany McCormack, an evidence and data strategist with more than 13 years of experience advancing evidence-based decision-making across federal, state, and local government and international development institutions.

Tiffany is drawn to complex, messy problems where the right question isn't always obvious at the outset and the path from data to decision requires careful navigation. Her approach draws on program performance data, evaluation findings, and broader contextual intelligence, and is focused on ensuring evidence is fit for purpose: designed around how it will actually be used, by whom, and to what end. Increasingly, this work sits at the intersection of data, strategy, and the responsible use of AI, as new tools reshape how organizations generate, interpret, and act on evidence.

Prior to founding Throughline Evidence, Tiffany served as a Senior Policy Analyst in USAID's policy and planning bureau, where she led cross-cutting analytics projects spanning development and humanitarian sectors and worked at the intersection of evidence, policy, and strategic decision-making. Previously, she oversaw rigorous evaluations of social safety net programs at the U.S. Department of Health and Human Services. Throughout her career, Tiffany has been driven by a commitment to equity and access, using evidence to help organizations better serve marginalized communities.

Based in Morocco and working globally, Tiffany brings an international perspective to evidence and strategy work across sectors. She holds a Master in Public Policy from the Harvard Kennedy School, where she was awarded the Robert F. Kennedy Award for Excellence in Public Service, and a BA in Political Science from UCLA. She has professional working proficiency in Spanish and is currently learning French.
